山西是典型的资源型地区，高碳经济特征明显。近年来，山西通过产业结构调整、大力发展非煤产业，尤其是战略性新兴产业，经济结构实现反转，工业内部结构反转稳步推进。但是，受煤炭经济挤出效应影响，山西经济发展方式较为粗放，处于产业链低端，存在能耗水平较高、碳排放较为严重、污染排放总量较大等问题。本报告梳理总结了山西推进碳达峰、碳中和的做法，分析当前山西面临的形势，并指出其推进碳达峰、碳中和的发力点，提炼出山西经验。
Shanxi is a typical resource-based region with obvious characteristics of high-carbon economy. In recent years，through the adjustment of industrial structure，Shanxi has vigorously developed non coal industries，especially strategic emerging industries. The economic structure has been reversed and the internal structure of industry has been steadily reversed. However，affected by the crowding out effect of coal economy，Shanxi’s economic development mode is relatively extensive and at the low end of the industrial chain. There are some problems，such as high energy consumption level，serious carbon emission and large total pollution emission. Combing and summarizing the practice of promoting carbon peak and carbon neutrality in Shanxi，analyzing the current situation，pointing out the starting point of promoting carbon peak and carbon neutrality in Shanxi，and refining Shanxi experience is the core meaning of this case.
