2020~2022年中国“森林碳汇当量”交易模式研究

中国2030年前实现碳达峰、2060年前实现碳中和的目标需要全社会共同努力,除调整产业结构、调整能源结构、节能减排等措施外,参与自愿减排机制也是目标实现的重要补充。参与国内外自愿减排交易有助于促进减排项目实施与中国碳中和目标的实现。但国内和国际压力影响了中国自愿减排企业对碳交易的及时参与。虽然公众参与可促进碳交易发展,但缺少全民参与的平台且碳交易产品种类复杂等。本报告在研究中国实现碳中和的压力和自愿减排交易现状的基础上,提出了“森林碳汇当量”,以打通全球自愿减排交易平台,使不同平台下的碳信用产品能够在同一平台下以森林碳汇当量的形式进行交易,以促进全民参与碳交易和中国碳中和目标的实现。

Abstract

The goal of achieving carbon peak no later than 2030 and carbon neutrality no later than 2060 in China needs joint efforts of society. Besides industrial restructuring,energy structure adjustment,energy saving and reducing emissions,participating flexible voluntary emission reduction mechanisms is an important supplement for achieving carbon neutrality. Participate in voluntary carbon trading in China and abroad to promote implementation of carbon emission reduction projects,so that the goal of carbon neutrality could be promoted. As difficulties exist in China and abroad,participation of emission reducing companies in emission trading is hindered. Public participation could promote emission trading,which is affected as lack of public participation platform and variety of carbon trading products. Based on the analysis of difficulties in achieving carbon neutrality and current situation of voluntary carbon trading,the “forest carbon sink equivalent” is put forward in the text to make connection of voluntary carbon trading platforms globally and different carbon emission reduction credits,so that various carbon credit products could be traded in form of forest carbon sink equivalent in one platform,which could promote public participation in carbon trading and achievement of carbon neutrality.
