This paper reviews the development of the concept of digital governance，network governance，grid governance theory，digital governance is the power of technological progress to promote the progress of social governance. Since the reform and opening up，China’s population mobility has increased rapidly，and social governance has become more complex. Developing digital governance is of great significance. However，China’s digital social governance is still in its infancy，and there are still some problems. China has many advantages in implementing digital social governance，but it needs to increase investment，build a complete legal system and other measures to ensure the healthy development of digital governance.
