As latecomers in global governance，the BRICS countries cannot change the status and scope of international governance，and cannot receive a truly equal status in international systems such as the World Bank or the International Monetary Fund. Only through strengthening their own structural reforms can they equally participate in international affairs，achieve equal rights，equal opportunities and equal rules.
