论语：子贡问政。子曰。足食、足兵、民信之矣。子贡曰。必不得已而去、于斯三者何先 曰。去兵。子贡曰。必不得已而去、于斯二者何先 曰。去食。自古皆有死。民无信不立。(Lunyu 12.7:)Zi Gong asked about governance. The Master said,“Allow for enough food, enough armor and the people are confident.”Zi Gong said, “Suppose there is one that you cannot keep, which of these three would be let go of first?” The Master said, “Let go of armor.”Zi Gong said “Suppose there is one that you cannot keep, which of these two would be let go of first?”The Master said, “Let go of the food. Always, everyone faces death. But when the people are without confidence there is no base to stand on.”
