2021年是太平洋岛国论坛历史上不平凡的一年。因库克群岛前总理亨利·普纳当选新一任秘书长,密克罗尼西亚群岛五国宣布将退出太平洋岛国论坛,在太平洋岛国地区引起极大震动。论坛会分裂吗?由此带来的分歧会对论坛发展前景产生什么影响?本报告试图通过分析论述太平洋岛国论坛产生的背景、运行机制、发展愿景、秘书长选举过程和由此暴露的问题等得出结论:一方面,这种分歧是在论坛发展过程中产生的,是太平洋岛国地区发展不平衡导致的,有其必然性;另一方面,依靠论坛已有的经验和各国领导人的智慧,只要假以时日,秘书长人选问题带来的成员国之间的纷争终究会得到妥善解决。
The year 2021 is an extraordinary year in the history of the Pacific Islands Forum(PIF). Five Micronesian states have announced that they will withdraw from PIF following the election of former Cook Prime Minister Henry Puna as the new secretary general,causing shock in the Pacific Islands region. Will the forum split?What impact will these differences have on the development prospects of PIF?This paper attempts to draw a conclusion by analyzing and discussing the background,operation mechanism,development vision,election process of the secretary-general of PIF and the problems exposed thereby:On the one hand,such differences have arisen in the course of the forum’s development and are inevitably caused by the unbalanced development of the Pacific Island countries. On the other hand,with the experience of PIF and the wisdom of its leaders,disputes among member states arising from the appointment of the Secretary-General will eventually be properly resolved.
