截至2021年,法国、德国、荷兰及欧盟相继提出各自的“印太战略”,太平洋岛国在欧盟全球战略布局中的重要性逐渐上升。法国通过加强常规军事力量的部署、参与地区军事演习和多边合作、开展海洋安全合作等方式与太平洋岛国展开传统安全合作;德国则通过加强气候与人类安全合作、开展气候治理和海洋治理等方式加强与太平洋岛国的非传统安全合作。与此同时,自2021年欧盟与太平洋岛国伙伴关系进入“后科托努协定”时代后,欧盟积极发展与太平洋岛国地区的经贸关系;欧盟与新西兰自由贸易协定的签署可视为下一阶段双边经贸关系发展的另一个里程碑事件。
By 2021,France,Germany,the Netherlands and the European Union(EU)have proposed their respective “Indo-Pacific strategies”,and the importance of the Pacific Island countries in the EU’s global strategy has increased significantly. France is strengthening its cooperation with Pacific Island countries in the traditional security field through the deployment of conventional military forces,participation in regional exercises and multilateral cooperation,and co-operation in maritime security,while Germany is enhancing its cooperation with Pacific Island countries in non-traditional security field by reinforcing cooperation on climate and human security,and developing climate and maritime governance. In addition,the EU is actively developing its economic and trade relations with the Pacific Island countries since their partnership entered in the “post-Cotonou Agreement” era in 2021. Meanwhile,the Free Trade Agreement with New Zealand is the next priority for both sides.
