Oceania is situated in the South Pacific,to the southeast of the South China Sea,and across the sea from Fujian. The relations between Fujian and the South Pacific islands go way back. Fujian is the main origin for the Austronesian family in the South Pacific. Right now,main viewpoints in international academia believe that China’s coastal area centered around Fujian’s coast is the earliest place of origin for the Austronesian family. Whether from a linguistic,archaeologist or anthropologist point of view and research result,the Austronesian family that came from across the Pacific were from the same ancestors as the Fujianese 5,000 years ago. The Minnan,Fuzhou dialect and Austronesian languages are highly correlated,and coastal residents of Fujian and Austronesian people have common maritime features in their customs. Because of geographic and human relations,the Vision and Actions on Jointly Building Silk Road Economic Belt and 21st Century Maritime Silk Road,promulgated by China’s three ministries and commissions in 2015,will enter the South Pacific through the South China Sea as the south route of the development of the 21st Century Maritime Silk Road. We have positioned the South Pacific as the new direction of the 21st Century Maritime Silk Road,the reason being that it is not a region where the historic maritime silk road passed through.Oceania’s main immigrant countries are Australia and New Zealand. Because it is geographically close to Asia’s most economically active regions,East Asia and Southeast Asia,as a result,their foreign economic focus has shifted from the US and Europe to the Asia Pacific region. With the increasingly close economic ties with the Asia-Pacific region,Australia and Singapore,ASEAN and China have all signed free trade agreements. In 2012,Australia released “Australia in the Asian Century” to include Asia,including China,in an important strategic position for regional development. China also regards expanding and solidifying economic and trade relations with Oceania countries as an important direction of economic diplomacy. In his visit to Australia in 2015,president Xi Jinping pointed out that “Oceania is a natural extension of the Maritime Silk Road.” As the core area of the 21st Century Maritime Silk Road,the economic and trade cooperation between Fujian and Oceania countries has become increasingly close. Bilateral investment and industrial cooperation have made new progress in real estate development,agriculture,forestry,animal farming and fishing,retailing,and financial leasing. Under the “One Belt,One Road” strategy,Fujian should seize the opportunity to consolidate existing trade and economic relations,actively expand new directions for cooperation,and comprehensively promote economic and trade cooperation with Oceanian countries.
