China’s Western Development marks the transition from a gradient development strategy to a balanced development strategy. However,only limited achievements have been made since the implementation of the strategy in 1999 and the development gap between the eastern and western China has been widening. In 2013,President Xi Jinping raised the initiative of jointly building the Silk Road Economic Belt(SREB)and the 21st-Century Maritime Silk Road(MSR)during his visit in central Asian country Kazakhstan and ASEAN country Indonesia,which was a major adjustment to China’s opening-up polioy and layout of the geopolitical economy. The central government has placed the western region as the front platform to implement the Westward Strategy and develop the Belt and Road Initiative(B&R). Chinese enterprises are provided with a historic opportunity for the Western Development when they transfer to the Silk Road via the western region.However,if these Chinese enterprises only took the western region as a passageway when they moved to the Silk Road,the Western China would collapse and become the vulnerable part of the world economic development,remaining in poverty. This strategy has achieved little due to China’s high logistic price. The logistic costs of shipping raw materials from overseas to Guangdong,then to Hunan,Jiangxi or Guangxi,and then exporting the products are way too high to cover labor,land and other costs. Therefore,most Chinese enterprises choose to invest directly in Southeast Asia and Africa rather than transfer to central and western China. Here both the poor investment environment and the distance from the market in the central and western regions,and factors such as China’s inefficient policies of regional development account for the results.Since 2000,China has carried out at least seven regional economic policies,including Western China Development,Northeast China Revitalization Plan,and Rise of Central China Plan-the three of the highest standard with the documents issued by the CPC Central Committee and the State Council at the same time and coordinated by national institutes. The “eastern region taking the lead in development” policy is also one of the seven. The other three main plans,following the 18th National Congress of the CPC,are B&R Initiative,coordinated development of the Beijing,Tianjin,and Hebei region,and Yangtze River Economic Belt. All these three regional plans have set up national coordinating bodies,with Zhang Gaoli,member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of China as the head of the leading group. There are many other provincial development plans that have risen to national strategies. In fact,the central government gives the most preferential policies to Shanghai,Zhejiang,Fujian and Guangdong,the richest places in China,while the poorest places like Tibet,Shaanxi,Gansu and Qinghai receive fewer national preferential policies. This is the root of the solidification and the continued expansion of the regional development gap in China.
