The construction of the free trade zones（FTZ）[1] and the strategy of the Belt and Road Initiative（B&R）is the version 2.0 of China’s opening up to simultaneously promoting the grand strategy of the integration both at home and abroad. The opening up of China at the current stage consists of three major objects，perfection of the open economy system；construction of the new system of open economy；nurture and lead the new competitive advantage of the international economic cooperation.
