Russia-China Cooperation as a Part of the Belt and Road Initiative

The current international relations have a number of features,which significantly influence the present situation in different parts all over the world. Among these features could be noted political instability in some countries and regions,the difficulties of recovering process of economies and financial stability in many countries after the global crisis of 2008,the consecutive increase of non-traditional threats,and attempts of the USA and some of its allies to preserve a western domination in the international political and economic system.China’s initiative the Silk Road Economic Belt and the 21st-cetury Maritime Silk Road(the Belt and Road)is of particular importance not only for China but also for the countries interested in maintaining stability and mutually beneficial cooperation in such unfavorable external conditions.As you know,in March 2015 the document “Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road” was published in China. In essence,it’s a “road map” for the Belt and Road Initiatie proposed by President Xi Jinping in 2013. We believe,the initiative has been in line with constructive trend in regional and global development. From the point of view of China’s neighbors,the initiative is in the interest of countries seeking to strengthen their economic power through participation in this transcontinental project.China emphasizes that the initiative is not heading to undermine or eliminate the current economic system and institutions. It represents a desire for a peaceful and mutually beneficial exchange. The existing world order is viewed in Beijing as a major cornerstone of global stability. Nevertheless,according to opinion of Chinese experts,this world order needs to be improved,and more opportunities for developing countries should be opened. Therefore,the Chinese initiative is aimed at preservation and development of free trade and equal cooperation,which make it possible for all interested countries to profitably participate in realizing the Belt and Road Initiative. We believe,the Chinese initiative’s impact on the regional and global development is likely to be very strong,because the countries along the Silk Road Economic Belt are home to more than 60% of the world population,and today they have been producing about 30% of the global GDP.An international significance of the initiative is also determined by the fact that it might effectively promote to the UN program of “sustainable development of the world for the period up to 2030”. In particular,large-scale infrastructure investments and other projects highlighted by China could mitigate the global poverty,increase agricultural production,improve food security,etc.To promote its projects outside of China,Beijing strives to cooperate closely with its partners through establishing effective win-win relations. It reflects their mutual desire to create favorable opportunities for growth through a simultaneous implementation both China partners’ strategic plans and China’s Silk Road Economic Belt. Instances of this policy towards neighboring countries and other states we see in China’s cooperation with Russia,Kazakhstan,Mongolia,Korea,the European Union,etc.Russia has always been a supporter of establishing closer economic cooperation between different countries situated in Asia and Europe. In 2010 Vladimir Putin has suggested a creative idea to establish an economic community of different nations and promote to advanced economic integration on the territory from Lisbon to Vladivostok. It should also be noted that some practical steps have been taken in this direction,namely,the Customs Union was created in 2010,the Common Economic Space was established in 2012,and the Eurasian Economic Union has begun to function in the year of 2015.At present,Russia and China have been moving to a new quality of bilateral relations. Improving their trade-economic and cultural links,they also intensify regular consultations on important issues of international development including problems pertinent to the structure of emerging world order. Therefore,it was quite a natural decision to sign a Joint Declaration on cooperation in coordinating development of the Eurasian Economic Union and the Silk Road Economic Belt. The document focuses not only on the development of trade-economic links,mutually beneficial industrial and scientific cooperation,bilateral investment and financial bonds,but it also aims at updating international transport-logistics infrastructure and consecutively creating necessary conditions to build a free trade area between the members of the Eurasian Economic Union and the People’s Republic of China.A major goal of the cooperation within the framework of the two projects is to create a favorable environment for thorough development of the countries,participating in the projects. In particular,the cooperation in compliance with the document should contribute to growth in Russian-Chinese trade which is likely to increase to US $ 200 billion by 2020,that was officially declared by the two leaders-Russia’s President V. Putin and the President of the People’s Republic of China Xi Jinping. We also hope that the conjugation in building of the Eurasian Economic Union and the Silk Road Economic Belt will make it possible to elevate the efficiency of Eurasian transport network to a new level. We think,it is also a real opportunity to turn Russia’s Siberia and the Far East into a bridge between Europe and East Asia. Unfortunately,at present Russia’s highways and railways account for only 5-7% of the Eurasian transport and logistics market.Of course,the infrastructure building provides participating countries with the opportunity to use the projects in the interest of their own development. However,it will not guarantee a success. In this case,it would be better for the countries to have their own strategies of participation in the Belt and Road Initiative. It means,before entering into the projects,it’s necessary for the country to set appropriate financial and economic strategy as well other conditions that will allow to make the two projects to be maximum beneficial.Having declared a close bilateral interaction,Russia and China have offered genuine creative projects. These projects have been aimed not only at consolidating efforts to implement broad economic programs(trade,manufacturing and investment sectors,transport and logistics infrastructure),but also strengthening the entire relations,including humanitarian sector. We think,upholding equal rights and agreements is a reliable way to mutual trust and durable peace and stability. Such principles will also promote to a successful solution of engendering problems in relations between partners.The signing of above mentioned Joint Declaration is an adequate Russia’s response to China’s initiative to build the Silk Road Economic Belt. Moreover,according to Russia’s President V. Putin,Moscow and Beijing have begun negotiations on establishing a “comprehensive trade and economic partnership with the member-states of the Eurasian Economic Union,the Commonwealth of Independent States,India,Pakistan and perhaps Iran in future.We believe that a closer cooperation between EEU and the European Union should also be involved in joint development of the Eurasian Economic Union and the Silk Road Economic Belt. Such collaboration is likely to contribute to more effective implementation of many projects of both the Eurasian Economic Union and the Silk Road Economic Belt. Therefore,Russia and China should cooperate closer and more active in the triangle:Russia-China-EU.In our opinion,close cooperation between the countries in the framework of the Eurasian Economic Union and the Silk Road Economic Belt might create a wide international platform that could become an asymmetrical response to the West’s attempts to hinder changes for improving the global system of political and economic relations in the 21st century.
