In the Philippines, participatory governance has been institutionalized in both national and local levels of government. In this paper, we examine how participatory governance has been applied to the provision of public housing in highly urbanized cities. Section II provides an overview of the institutionalization of participatory governance in the Philippines. Section III presents the case of participatory governance in housing with the creation of Local Housing Boards. In particular, we examine the dynamics of the Local
Housing Boards in Metro Manila.
