The paper will talk about Afghanistan’s understanding of building the Community of Common Destiny between China and its neighbors：opportunities and challenges.First of all，we are living in a very radical region，with different level and different understanding. Radicalism support terrorism and separatism to flourish stronger in our region. There is a claim from Islamic State along West，South and Central Asia. However，this claim might be kind of show off and not much realistic but it is a reality that radicals are having such importance and ambition in this region. Then，we’ve got separatists in this region. Separatists and the social disorder enable them to make anarchy，while they are able to use radicalism and terrorism. All these devils are located in a region which B&R Initiative and many other economic initiatives making the concept of rising Asia to flourish.We remember a kind of anarchy，in Middle East，South and Central Asia like the anarchy which people in the west had before Westphalia. According to the concept of Westphalia，people in west had an order due to 30 years of anarchy. In other word Westphalia had given a birth by the name of modern nation-state after 30 years war. Here in our region it seems through a liberal cultural order，there is a will going on to break out and collapse the non-liberal state and make or have a specific order after.Anarchy to transformation of political structure and rising up of new non state actors are positioning against current political actors in our region. Through this radical liberal understanding，it is expected to see an order after anarchy in Middle East，South and Central Asia by collapsing a state，but the difference is in Westphalia we had Modern state as an order. This anarchy tends to fall the state down and create non-state，radical，social and political actors strong to make a new order. Due to this issue，we have to expecting a new type of security complex from new non-state actors and terrorists.So separatism，radicalism and terrorism are our new issues as a new security complex. After passing about 14 years，we can strongly understand that rising non-state actors and collapsing states are making things worse. We cannot have order with this understanding as we had order with anarchy before Westphalia. So we need to do something.There are two preconditions for doing any action in this region.· One of the conditions is ignoring these three important things which was mentioned cannot save us.· Second precondition is that competing with other stakeholders in this region for the purpose of security makes things worse.· Radicals and terrorists are targeting people and they are considered as anarchic non-state actors which making states fail，there is no good terrorist and all form of that are bad.So how to deal with this issue？How can we solve this problem？Can we meet our economic initiative result？Can our economic initiatives solve separatism，terrorism and radicalism？Or can we reach stability in the region？Yes，we need to make a narrative of new conservatism towards political structure in our region，and change the narrative of political and social radical liberal understanding. We need to build a Community of Common Destiny in our region with the support of each other and change gradually，not fast. Common trade can be considered as an opportunity to cooperate.Poverty，joblessness and requirement to energy force us to talk about more economic opportunities. Economic diplomacy to obtain economic initiatives is getting more important. We need to prioritize economy. But we cannot have it without security，at the same time we cannot ignore security. Thus we need to talk about security with economic meaning. If we don’t talk about security and threats，insecurity will fail the B&R Initiative，CPEC，and other economic initiatives in the region. So it is needed to make a new narrative. When we talk about peace or security，it should be with the purpose of securing economic initiatives. We should talk about how we can secure the B&R Initiative，CPEC，TAPI，CASA1000，APTAR，TIR，WTO implementation in our region. We cannot talk security for the security，rather we need to talk security for the economic purposes.It’s accepted that we need security for economic initiatives，but we also need economy for maintaining security. There is a vice versa relation between security and economy. Navigating over commonalities rather than differences，none of us can take every thing. Let’s give chance to others to cooperate for the purpose of common destiny. Figure 1 Relations between Economy and Secutrity China needs to increase engagement through economic security with the aim of securing economic infrastructure. It isn’t a task of NATO strategy or China’s economic march west strategy. It doesn’t mean to join any coalition，just in support of security diplomacy through the B&R Initiatives.People in this region hope China to follow a supportive or creative engagement in insecure place. It was clear that China will be one of the most important countries which can make enough profits through its projects in the area in the long term. So it is very important to make economic initiative enter to the dialogue of security，and when the purpose of security comes for the economic initiatives，we won’t have a security dilemma. Our economic initiatives are coming out from our security discussion. With economic security which is the most important thing we have，we can solve the problems in the region.So let’s not call good or bad radical，terrorist，and separatists. All radical revolutionists are bad. In other words，through a new conservative perspective，we need to change gradually but not radically and rapidly. Revolutions will only make things worse.It’s important to consider the curriculum of universities，the concept of political freedom. The concept freedom and liberal narrative through literature is helping our people ask for revolution. Finally，we need to bulid the essential revolutionary understanding in South，Central and West of Asia；make governments to cooperate against common threat. Though we cannot accept rapid and costly change，and we cannot remove radical non-state actors，we can manage them to accept gradual change in our political and social system. Finally we could understand each other with our lens and the common interest and threat.
