For a long time，the terrorist threats around China and its adjacent areas have always existed，besides local terrorist organizations，international terrorist forces like “Al Qaida” continue to expand. There is a clear trend that the “IS” is infiltrating into Asia as it has been suffering from constant attacks at frontline battlefield in West Asia. The rise of terrorist violence in China and its surrounding areas has not only threatened the regional security，but also hindered the promotion of the Belt and Road Initiative. President Xi put forward that China would establish a community of shared future with the neighboring countries，promote regional security cooperation，and create a new security situation via interdependency and interaction.
