That is widely regarded as the guiding diplomatic policy of the recently-elected government of China to the neighboring countries. Chinese leaders have frequently used the concept of “the Community of Common Destiny” since the 18th CPC National Congress. “The Community of Common Destiny” has become a new banner of China’s innovation in its diplomatic theory and practice in the new era，as well as the main starting point to build the peripheral strategy. However，the authorities has not further interpreted this concept，and except for an article studying the relationship between the Community of Common Destiny between China and the neighboring countries and the cultural exchange mechanism，there is no specialized research literature.Contemporary International Relations，No.5（2015）.">[2]Currently，there is no relevant research results in foreign academic field. During the author’s academic exchange overseas，questions like “what is the Community of Common Destiny？” and “what kind of relation does it have with China’s ‘peripheral strategy’ and the Belt and Road Initiative？” are often be asked. It can be said that there is a large asymmetry between domestic researches and foreign concerns. In view of this，this paper first combs the backgrounds where this concept was proposed，then analyzes its connotation and extension，finally analyzes how to promote the construction of the Community of Common Destiny between China and the neighboring countries from the angle of operational approach.
