Since 2002，Japan has been systematically implementing the national intellectual property strategy，forming a complete intellectual property strategy and implementation system. Japan’s national intellectual property strategy is not only the perfection of the legal system，but also the broad scope of intellectual property strategy，which closely revolves around the theme of its domestic development and reform. Through the long-term implementation of the national intellectual property strategy，Japan has made some progress in the training of innovative talents，the internationalization of intellectual property standards，and the construction of national soft power. After the COVID-19，the Japanese intellectual property strategy played a positive role to deal with the adverse situation of the epidemic.
