With China already committing to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060，a broad space has been created for the comprehensive utilization of nuclear，which has been seen as a unique model for green and low-carbon development. This paper reviews the history and current situation of the comprehensive utilization of nuclear domestically，with focus on the Haiyang Nuclear Power Plant’s （in Shandong Province）as a pioneer in this field. By reviewing the exploration，demonstration and economic argumentation of Haiyang Nuclear Power Plant’s practice in providing district heating，simultaneous production and transmission of heat/water，this paper looks forward to the further enrichment and expansion of scenarios in the comprehensive utilization of nuclear，and puts forward some thoughts and suggestions on the innovation of the comprehensive utilization of nuclear in China.
