新冠肺炎疫情对全球各个国家的城市发展产生了巨大的冲击，对中小微企业的影响尤为明显。为了能够帮助中小微企业恢复活力，促进经济稳健发展，各个国家依据自身情况出台了相应的政策措施。其中，纽约城市未来中心在2021年12月发布的《复苏政策建议：给疫情后纽约市脆弱的中小微企业打了一剂强心剂——公平、长期的中小微企业复苏蓝图》提出了促进中小微企业疫情后复苏的十大倡议，以促进纽约市五大行政区的中小微企业的全面复苏。该报告从微观层面提出切实可行的倡议，对帮助我国中小微企业应对疫情带来的生产经营困难具有一定的借鉴意义。
Since the outbreak of COVID-19，cities in every country around the world have suffered a huge impact，especially on small businesses and medium-sized enterprises which are essential for urban economy. In order to support small businesses and medium-sized enterprises in regaining their vitality and promoting economic development，each country has applied corresponding policies and measures according to its own conditions. Significantly，Center for an Urban Future，a leading New York City-based think tank，released a report，No Small Relief：Strengthening NYC’s Most Vulnerable Small Businesses，in December 2021. As a blueprint for an equitable，long-term small business recovery，this report proposes ten initiatives to achieve the full recovery of small business daily operations in New York’s five boroughs after the pandemic. Practical initiatives at the micro level mentioned in the report have certain referential value for China’s small businesses and medium-sized enterprises to cope with the production and operation difficulties brought on by the epidemic.
