近年自然灾害和战争冲突频发，对全球城市发展产生了巨大的冲击，为了能够帮助受到影响的城市快速地恢复正常生活秩序和经营生产，因地制宜地制定城市发展规划，联合国人居署于2022年发布研究报告《快速增长型城市规划评估工具》，提出了可用于评估快速增长型城市规划的工具PlanAssessmentTool（PAT），以帮助各类群体客观评价城市规划的优势、特点和存在的问题，实现城市的可持续发展。该报告中详细阐述的城市规划评估体系对于建立健全我国城市规划发展体系与城市规划的制定、完善具有借鉴意义。
The urban development of various countries in the world has suffered huge negative effects since natural disasters and conflicts frequently occurred in recent years. In order to support affected cities in restoring routine daily life and achieving economic recovery as soon as possible，and to formulate urban development plans based on local conditions，UN-Habitat released a report，Plan Assessment Tool（PAT）for Rapidly Growing Cities，in 2022. The PAT can be applied to identify strengths and weaknesses of city-scale plans in a structured，objective and systematic fashion by both professionals and the public，so as to achieve sustainable urban development. The PAT，as an urban planning evaluation system，elaborated in the report of UN-Habitat has referential significance for improving the system of urban planning and the formulation，perfection and development of urban planning in China.
