Hainan is China’s first free trade port with Chinese characteristics and the largest special economic zone. It is also one of the first 15 pilots of innovative development of service trade，shouldering the major task of exploring the path of high-quality development of service trade. Hainan can learn from the policy innovation experience of Hong Kong，China，Singapore，New York，Rotterdam and Dubai in developing service trade，and combine its own conditions in strategic positioning，policy support，industrial structure and platform advantages. The innovative development of service trade can be further promoted by creating a distinctive free trade port service trade model，attaching importance to digital economy and digital service trade，improving the legal protection system of intellectual property rights，implementing preferential tax，investment and financial policies，introducing professional talents in service trade and building a digital talent system.
