From a global perspective，offshore finance has become the stan-dard of a free trade port. Hainan Free Trade Port has Chinese characteristics. At present，Hainan’s financial department has gradually improved its financial policy and continuously promoted the construction of a free trade port. In the new stage，Hainan’s financial sector is necessary to achieve a higher level of opening to the outside world，improve the financial market infrastructure，and build an international financial center. We can learn from the experience of developed countries in building a mature international financial center，find a development path with Chinese characteristics，and realize high-level and high-level financial opening in Hainan and China as a whole.
