The development of education service industry in Hainan has been supported by a series of policy dividends from the central and local governments. Under the background of the construction of the pilot free trade zone in Hainan,the central government regards Hainan as the key to the implementation of the “four points,one line,one side” strategy of China’s education modernization,and encourages Hainan to continuously promote the education reform and obtain continuous power support. Subsequently,Hainan Province,following the guidance of the Ministry of Education,put forward the development plan of creating an international education innovation island,hoping to become a practitioner of China’s education opening activities,and formulated a series of plans and implementation plans. After two years of efforts,the construction of Hainan Pacesetting Island for International-oriented Education has achieved phased results in accordance with expectations. However,from an objective perspective,there are also some problems,such as prominent structural contradictions in the supply of high-quality resources for basic education,insufficient capacity in the development of higher education service industry,urgent need to improve the overall level of teachers,and optimization and adjustment of the distribution structure of schools and educational resources. By analyzing the status quo of Hainan’s construction of Pacesetting Island for International-oriented Education,this paper studies the advantages of policy dividend,regional cultural advantages and talent advantages of Hainan’s development of education service industry. In view of the existing weak links,it puts forward many improvement suggestions,such as speeding up the construction of high-quality education system,promoting education supply-side reform,realizing system integration innovation,learning from overseas excellent experience,and continuously enriching education service content.
