本报告在梳理会展产业与城市繁荣之间的复杂关系，以及总结上海建设国际会展之都的历史沉淀、基础条件和目标要求的基础上，系统考察了中国国际进口博览会为上海国际会展之都建设带来的机遇和挑战。其中，机遇包括：进博会促进了上海城市服务水平的提高，会展运营管理制度的完善，关联产业的升级，会展品牌文化建设，以及会展制度的发展。而挑战则包括：对专业人才的需求、对发展模式的探索、对会展特色的打造。通过借鉴发达国家国际知名会展城市的成功经验，本报告有针对性地提出了措施建议：首先，深化会展体制和机制创新，进行会展制度建设；其次，明确政府职责定位，推动会展产业市场化转型；再次，优化城市公共服务体系，营造良好会展营商环境；第四，提升会展专业化和品牌化水平，形成国际影响力。
The report，systematically discusses the opportunities and challenges that China International Import Expo brings to the construction of Shanghai into an international exhibition capital by teasing out the complicated relationship between the exhibition industry and urban prosperity summing up historical experience，basic conditions，goals and requirements for the construction of Shanghai into an international exhibition capital. The opportunities are：the CIIE promotes Shanghai’s improvement of urban service level，perfection of exhibition operation and management，upgrading of relevant industries，exhibition brand culture construction，and development of an exhibition system. The challenges are：demand for specialized talents；exploration of development model；and creation of exhibition characteristics. In light of successful experiences of world-famous exhibition cities in developed countries，the report proposes pertinent suggestions：first，deepen exhibition system and mechanism innovation and carry out exhibition system construction；second，clarify government’s responsibility positioning，and promote market-oriented transformation of the exhibition industry；third，optimize the urban public service system and create an excellent exhibition business environment；fourth，promote exhibition specialization and branding level and form international influence.
