进博会的成功举办将进一步提升上海城市社会的开放度与流动性。如何在此新背景下，提升社会参与度，构建多元参与的特大城市社会治理新模式成为事关城市经济社会可持续发展的战略问题。本报告系统梳理了现代背景下“社会参与”的内涵与支持条件，进而对上海近年来激发社会活力，提升社会参与度的改革实践进行深度分析。研究发现，当前基层发展社会力量的制度创新仍具有“技术主义”和“碎片化”的特征，未来要不断提升社会治理中社会参与的质量和水平就需要形成新的政策思路。
The success of China International Import Expo will further increase the social openness and mobility of Shanghai. How to enhance mass participation and build a new mega-city governance model，featuring multi-stakeholder participation in such a context，has become a strategic issue concerning sustainable economic and social development of the city. The research systematically sorts out the connotations of “mass participation” and support conditions in the modern context，and then conducts an in-depth analysis of Shanghai’s reforming practice in stimulating social vitality and enhancing mass participation. The research finds that institutional innovation in the development of social forces at grass-roots level still has features of “technologism” and “fragmentation”，and new policy ideas should be formed to constantly enhance the quality and level of mass participation in social governance.
