作为中国扩大对外开放的国际性公共新平台和全球第一个以进口为主题的国家级博览会,进博会汇集了世界范围内的知名企业,带来了全球优质产品和先进技术。讨论进博会的溢出带动效应,研究进博会对提升上海城市消费能级的影响与对策是一个重要视角。本报告研究了进博会在上海城市消费能级提升中的作用,认为进博会主要是通过直接或间接改变供给侧、制度侧和需求侧,助力上海及周边城市居民“能消费、愿消费、敢消费、会消费”,最终实现促进城市消费能级提升的目标。进而在分析上海城市消费能级提升的瓶颈基础上,针对如何利用进博会提升上海城市消费能级提出了相应的政策建议。
As a new international public platform that China launched to enlarge opening-up and the first import-themed State-level expo in the world,CIIE gathers famous enterprises and presents quality products and advanced technologies from around the world. It’s an important perspective to discuss the spillover effects of CIIE and study the influence of CIIE on the upgrade of Shanghai’s city consumption level and countermeasures. The report analyzes the role of CIIE in the upgrade of the city consumption level in Shanghai,and concludes that CIIE helps the residents in Shanghai and even its neighboring cities “be able to,willing to,daring to and good at consumption” mainly by directly or indirectly changing the supply side,institutional side and demand side,and ultimately helps achieve the goal of improving the city consumption level. Based on the analysis of the bottlenecks constraining the upgrade of the city consumption level in Shanghai,the report further gives policy suggestions concerning how to improve the city consumption level in Shanghai through CIIE.
