As an import-themed State-level expo，CIIE is releasing huge “spillover effects”，including the policy orientation effect，industrial orientation effect，international trade effect，international investment effect and nationwide radiating effect. Amid the new landscape that features comprehensive and linked reform and opening-up，China is progressively moving from opening-up in an all-round way to stressing on linkage. Amid the interaction among the five major national strategies，the new round of free trade zone construction is a major part of China’s new landscape of linked reform and opening-up. China has set up free trade zones in five batches，and a “1+3+7+1+6” pilot free trade zone construction pattern has taken shape by far. The new round of free trade zone construction will be geared to CIIE functions in commodity exhibition，institutional opening-up and cross-border e-commerce，and be linked with CIIE in institutional highland construction，new-type international trade，industrial clustering and layout as well as logistics and finance，etc. In practice，there are some problems with the linkage between CIIE and free trade zone construction，for example，stress on Shanghai’s construction rather than linked opening-up across the country，highlight consumer goods import rather than intermediate product import，underpin commodity service rather than institutional construction，and underline functions of trade rather than the functions of international investment. To develop a stronger linkage between CIIE and free trade zone construction，we shall take into consideration institutional construction，nationwide radiation，import of high-quality capital goods and attraction of international investment.
