中国国际进口博览会（以下简称“进博会”）的举办具有重大现实意义和战略意义。一方面，进入新时代的中国有必要通过进一步向世界开放市场，宣示中国在改革开放40年的基础上将推进高水平开放的决心；另一方面，也是以实际行动向世界宣示，中国坚定地维护多边主义和自由贸易的信心，彰显中国在世界格局发生重大变化的战略机遇期下应有的战略定力。进博会承载着深刻的战略内涵，其重要的溢出带动效应将体现中国与世界共同发展的战略机遇。进博会的有效运行需要的不仅仅是一般展会的组织形式，同时还依赖与其相匹配的一整套制度体系，因而更需要面向未来国际合作新规则和新机制设计的高水平服务。适应性服务及其供给方式将在不久的将来成为贸易的重要组成部分。因此，在新一轮经济全球化的大变革中我们应把握机遇，放大进博会的溢出带动效应。
China International Import Expo （CIIE）has great realistic and strategic significance. On one hand，in the new era，it is necessary for China to declare its resolution of promoting high-level opening on the basis of 40 years of reform and opening-up by further opening the market to the world；on the other hand，it is also a declaration with concrete actions of China’s confidence in firmly safeguarding multilateralism and the free trade system，and a manifestation of China’s strategic focus in the strategic opportunity period under the backdrop of a dramatically changing world landscape. The CIIE bears profound strategic connotations，and its spillover effects will be reflected in the strategic opportunity for joint development of China and the world. Effective operation of the CIIE requires not just the organizational form of general expos but relies on a complete set of suitable institutional systems and thus requires high-level services designed in light of new rules and mechanisms for future international cooperation. Such a comprehensive ability is to take the lead in seizing the strategic development opportunity of trading in adaptive services and their modes of supply，in the new round of economic globalization.
