伴随工业化、城镇化、现代化的进程加速，我国的资源环境问题日益成为经济社会发展的瓶颈和制约因素，如何化解这些问题并实现可持续发展迫在眉睫。本报告以湖北西部的十堰市生态文明示范工程建设为样本，对其生态文明建设的管理体制、政策体系、协同机制和保障措施等展开实证分析，提出整合生态文明建设组织与政策体系、明确生态文明建设目标与内容、协同生态文明建设动力和健全经济社会保障的生态文明建设对策。
