We have initially explored some effective methods in the process of constructing a practice center of civilization：strengthening the top-level design，establishing an organizational system，and forming honest folkways；achieving lateral extension to the side，longitudinal extension to the bottom and comprehensive coverage，setting a role model to play a leading role；focusing on integrated advancement to promote online and offline co-frequency resonance and continuous improvement of service efficiency；finding the right way so as to highlight “one goal” and solve “three major problems”. However，there are also some difficulties in the construction process. The necessary coordination is insufficient and effective resultant force has not been formed in the service resources of basic departments. Moreover，rural capital resources and human resources are deficient，resulting in the financial difficulties in practice activities of civilization and the relatively scarce source of volunteer service teams. To this end，we need to take the following effective measures to construct the practice centers in Hubei Province，such as integrating resources，increasing financial investment，building talent teams，unifying urban and rural public service standards，formulating scientifically feasible work standards and so on.
