2018～2019年，是湖北文化事业发展史上具有里程碑意义的时期，全省各级文化行政管理部门在这段时期完成了机构改革，实现了管理体制和机制上的创新发展，并带动公共文化、文化市场、文化遗产、新闻出版、广播电视等工作取得新的成绩，开创了文化和旅游融合发展的新局面，但在机构改革的“磨合期”也面临顶层设计有待完善、融合举措有待探索优化、部分短板有待补齐等新情况、新问题、新挑战。
The period from 2018-2019 has marked a milestone in the development history of Hubei’s cultural cause. Administrative departments of culture at all levels in Hubei have conducted the institution reform during this stage，achieving an innovatory development in their administrative system and mechanism. Accomplishments have also triggered a new momentum of integrated development for culture and tourism in such areas as public cultures，cultural market，cultural heritage，press and publication，and radio and television，etc. These advances in organizational reform，however，are facing certain new conditions，problems and challenges during this “running-in period.”
