群众文艺是时代的产物，要为人民群众服务。在全面建成小康社会的关键时刻，群众文艺已经成为人民生活的必需品、民族精神的火炬和时代前进的号角，引领一个时代的风气。因此，必须要重视群众文艺事业的发展。2017年湖北省群众文艺事业取得长足进步：形成了一套科学完善的群众文艺创作机制，培养了一批群众文艺创作队伍，搭建了一系列促进群众文艺创作展演交流平台，打造了一批在全国有重大影响的群众文艺精品。但在发展过程中，湖北群众文艺事业也存在思想观念与当前全省群众文艺发展不相符，部分地区对群文创作重视不够；基层文化发展短板突出；群众文艺创作发展不均衡，作品题材不丰富；群众文艺创作人才结构不合理等问题。为此应当在加强理论学习、队伍建设、品牌打造和创新体制机制等方面采取有效措施，促进湖北群众文艺事业的进一步发展。
Mass literature and art is the product of the times and should serve the people. In the current era of building a well-off society in an all-round way，mass literature and art have become the necessities of people's lives，the torch of national spirit and the horn of the times，leading the atmosphere of an era. Therefore，we must attach importance to the development of mass literature and art. In 2017，the mass literary and artistic undertakings in Hubei Province made great progress：a set of scientific and perfect mass literary and artistic creation mechanism was formed，a number of mass literary and artistic creation teams were trained，a series of platforms for promoting mass literary and artistic creation and exhibition exchanges were set up，and a number of mass literary and artistic exquisite works with great influence in the country were created. However，in the course of development，there are also some problems in the mass literary and artistic undertakings in Hubei Province，such as the inconsistency of ideas and concepts with the current development of mass literature and art in the whole province，the insufficient attention paid to mass literary creation in some areas，the short-board prominent development of grass-roots culture，the uneven development of mass literary and artistic creation，the lack of rich themes of works，and the irrational structure of talents in mass literary and artistic creation. Therefore，effective measures should be taken to strengthen theoretical study，team building，brand building and innovative system and mechanism，so as to promote the further development of mass literary and artistic undertakings in Hubei.
