China’s existing state-owned assets management system，there is a bull management，witch hunt，regardless of politics，lack of oversight mechanisms，inadequate laws and regulations and other issues. To advance the state-owned assets management system，the state-owned assets should be separated into pure public and operating two categories according to the classified management ideas. Meanwhile，according to the decision-making，implementation，monitoring phase separation ideas，promoting operating state-owned assets management system，improve laws and regulations；improve the supervision mechanism，unified supervision of state-owned assets management system.
