深化改革是推动中原经济区建设和探索“两不三新”“三化”协调科学发展路子的根本动力，推动行政体制改革是深化改革的关键所在。在行政管理体制改革方面，河南省进行了积极探索，取得了初步成效，积累了实践经验，也面临着诸多困难。必须坚持解放思想，勇于先行先试，不断健全和完善行政管理体制，为加快转变经济发展方式，推动“三化”协调发展提供优质服务和制度保障。
