国家“十四五”规划纲要明确提出“全面促进消费，稳步提高居民消费水平”。在当前世界经济总体下行、疫情仍未得到完全控制的严峻形势下，继续扩大内需、促进消费提质扩容是活跃国内市场、促进经济发展的重要着力点。新形势下，河南省全面激活消费潜力是筑牢新发展格局下战略基点的应有之举，是在高质量发展中促进实现共同富裕的现实举措，是河南经济平稳转型升级的最优选择。然而，当前河南省全面激活消费潜力面临经济下行压力增大、消费有效需求不足、供给结构不够优化等问题和挑战，需要通过提升消费能力、扩大需求，促进消费升级、优化供给以及满足人民需求，因地制宜全面激活消费潜力。
