党的十九大报告明确指出，我国经济已由高速增长阶段转向高质量发展阶段。在经历高速增长阶段后，河南经济发展中的诸如产业结构层次整体偏低、自主创新能力不足、开放型经济水平有待提升、资源环境承载压力较大、现代市场体系仍不完善等深层次矛盾和问题逐渐显现，成为实现经济高质量发展的重要制约。其根本原因在于体制机制的不完善，要以全面深化改革推进经济高质量发展，着力在供给侧结构性改革、科技创新体制改革、“放管服”改革、要素市场改革等方面取得突破。
