When general secretary xi jinping visited Henan，he pointed out that Henan should actively integrate into the construction of “One Belt And One Road” and accelerate the building of inland opening highland ［1］. This is not only general secretary Xi jinping’s ardent expectation of Henan，but also points out the direction and path for our province to expand a new round of high-level opening-up，promote high-quality economic development and write a more brilliant chapter in the central plains. In the new era，Henan is striding forward along the development route of “brilliant central plains”，but problems still exist，such as low dependence on foreign trade，weak driving effect of open platform carrier，unbalanced and insufficient development of international trade，“low-end embedding” of industry，and structural contradictions in investment distribution. Henan should further strengthen the problem orientation，find the right entry point，strengthen the foothold，highlight the focal point，gather the supporting point，and promote the high-quality development of the whole province’s economy with all-round high-level opening-up.
