2018年河南财政收支运行总体平稳，为全省经济社会高质量发展提供了有力支撑。但同时，财政运行和管理中也存在收支矛盾突出、资金使用效率不高等问题。2019年，要坚持以习近平新时代中国特色社会主义思想为指导，深刻把握新时代对财政工作的新要求，全面深化财税体制改革和实施更加积极有效的财政政策，更好发挥财政在国家治理中的基础和重要支柱作用。
In 2018，Henan’s fiscal revenue and expenditure operated smoothly on the whole，providing strong support for the province’s high-quality economic and social development. But at the same time，there are also some problems in the operation and management of finance，such as the prominent contradiction between income and expenditure，the low efficiency of the use of funds and so on. In 2019，we adhered to Xi Jinping’s thought of Socialism with Chinese characteristics in the New era as a guide，profoundly grasped the new requirements for fiscal work in the new era，comprehensively deepened the reform of the fiscal and taxation system，and implemented a more active and effective fiscal policy. We will give better play to the role of finance as the foundation and important pillar of national governance.
