2019年，一般公共预算收入实现平稳增长，重点领域和民生支出得到强力保障，财税体制改革得到扎实推进，为全省经济社会发展提供了有力支撑。但同时，财政运行和管理中也存在收支矛盾突出、资金使用效率不高、改革进展不均衡等问题。2020年，河南省应认真落实省委省政府决策部署，扎实落实积极的财政政策并加力提效，提高财政政策的精准度和有效性，促进经济社会持续健康发展。
The overall smooth operation of Henan financial revenue and expenditure in 2019 has provided a strong support for the economic and social development of the whole province. But at the same time，there are also some problems in financial operation and management，such as prominent contradiction between revenue and expenditure，inefficient use of funds，uneven progress of reform and so on. In 2020，we will adhere to the guidance of Xi Jinping’s thought of socialism with Chinese characteristics in the new era，profoundly grasp the new requirements for financial work in the new era，comprehensively deepen the reform of the fiscal and taxation system and implement a more effective and active fiscal policy. Henan will give better play to the basic and important pillar role of finance in national governance.
