河南省自2009年以来采纳产业集聚的模式发展工业取得了一定的成果，但是在培育河南区域竞争优势方面依然存在缺憾。本文以河南产业集聚的发展现状为出发点，讨论如何更好地利用产业集聚的模式形成的区域竞争的优势。从以政策红利发展产业集聚存在的内在缺陷出发，应用波特的“钻石”模型分析产业集聚区的竞争优势形成的因素。认为政策红利不应该作为吸引投资的唯一手段，更应该利用相关行业的溢出效应发展产业集聚，同时面对历史机遇，应该注重紧抓机遇培育河南区域竞争优势
It is that in 2009 Henan adopted the mode of Industry cluster to develop industry, so far, a number of achievements have been adopted, and meanwhile, there is a shortcoming in cultivating competitive advantage. This thesis from the analysis on Henan's industry cluster to discuss how to improve the competitive advantage by using the mode of industry cluster district. By applying "diamond" mode, the author believe that policy advantages should not be the only implement for attaching investment, the importance should be thinking the spillage of industry cluster between relative industries and clutching the chance by the age to Henan to cultivating competitive advantage.
