2016年，河南农业农村发展态势良好，主要农产品产量基本稳定，农民收入持续增长，农产品价格和农资价格总体上温和上涨。但同时，也面临着农业比较效益低、农业劳动力素质结构性下降、农业资源约束偏紧和生态环境恶化问题日益突出等问题。2017年，尽管各种传统和非传统挑战叠加凸显，但有利条件也在逐步累积，按照中央一号文件要求，农业供给侧结构性改革加快推进，主要农产品产量将稳定增长，农产品供给从数量向质量转换将加速，城乡发展一体化将进一步加快。
