2019年，北海市坚持稳中求进工作总基调，通过抓产业、抓招商、抓项目、抓营商环境、抓生态环境，努力克服经济下行压力，扎实做好稳就业、稳金融、稳外贸、稳外资、稳投资、稳预期“六稳”工作，保持了经济社会持续健康较快增长的良好势头，一些好的工作做法为助推广西实现高质量发展提供了“北海方案”、贡献了“北海经验”。2020年初，尽管新冠肺炎疫情大暴发和中美贸易摩擦升级等因素导致外部环境严峻复杂、困难重重，但国内的有利条件比较多，北海市开放开发继续保持平稳运行的态势还是有条件、有支撑的，可考虑从发展向海经济、精准招商引资、优化营商环境、改善民生福祉等方面下足下深功夫。
In 2019，Beihai has continually adhered to the work plan of seeking progress while maintaining stability，and strived to overcome the downward pressure on the economy by focusing on attracting investment，development projects，business environment，ecological environment，foreign investment，and investment as the “six stabilization” to maintain a good momentum of sustained，healthy and rapid economic and social growth，by which the “Beihai Plan” has been created that provides the “Beihai development experiences” as a contribution to stimulate high-quality development in Guangxi. At the beginning of 2020，although the external environment is severe，complex，and difficult due to factors such as the outbreak of COVID-19 and the escalation of Sino-US trade frictions，there are still many favorable domestic conditions，the opening and development of Beihai still has the conditions and support to continue to maintain its stable operation. It is possible to consider making great efforts in the development of the sea-oriented economy，precise investment promotion，optimization of the business environment，and improvement of people’s livelihood and well-being.
