在国内经济增速进入平稳放缓的大背景下，数字经济作为基于互联网及相应新兴技术产生的新型经济形态，已经表现出蓬勃发展的态势，并在未来将引领经济发展的潮流。本研究依据科学性、可操作性、系统性原则，在“技术—经济范式”理论下，通过熵值法构建数字经济发展水平指标体系，围绕数字基础设施建设水平、数字产业发展水平、数字技术水平三个一级指标对安徽省16个地级市2015～2019年的数字经济发展水平进行评价。研究发现，合肥市数字经济综合发展水平稳居全省第一，其次是芜湖市与阜阳市，除合肥市在各评价维度保持较高稳健性外，其他城市内部数字经济发展差异性较为明显，根据评分结果进一步分析了数字经济对全省经济发展的推动作用。在此基础上，总结安徽省数字经济发展的制约性因素，进而提出新时期加快安徽省数字经济高质量发展的政策建议。
In the context of a steady slowdown in domestic economic growth，digital economy，as a new economic form based on the Internet and corresponding emerging technologies，has shown a trend of vigorous development and will lead the trend of economic development in the future. Based on scientific，operational and systematic principles，and the theory of Technological-economic Paradigm，the research employs the entropy method to construct an index system focusing on the development of digital infrastructure，digital industry，and digital technology to assess the digital economic development of 16 prefecture-level cities in Anhui Province from 2015 to 2019. The study finds that Hefei ranks first province-wide in terms of comprehensive development of digital economy，followed by Wuhu and Fuyang. Except for Hefei，which maintains high stability in various evaluation dimensions，other cities have obvious differences in their own digital economic development. The scores are used to further analyze the role of digital economy in promoting provincial economic development. Based on that，the study summarizes restrictive factors for the development of digital economy in Anhui，and then proposes policy recommendations for accelerating the high-quality development of Anhui digital economy in the new era.
