在社会转型的背景下,社会矛盾大量汇聚,“维稳”工作成了地方政府最为棘手的问题。面对民间组织参与化解社会矛盾在国内发展不成熟和信访制度作用有限的现状,芜湖市镜湖区在进一步完善大调解机制的基础上,选择从体制内创新,摸索出一套“两代一委”参与化解社会矛盾的工作经验。“两代一委”镜湖经验既能把现有体制的优越性极大地发挥出来,又能实现社会管理体制的创新,是当前社会管理体制改革的一项非常有益的探索。
In the social transformation time,a large of social contradictions aggregates,the defensive job becomes the most serious problems of the local government .Facing the current situation of civil society groups are immature in China which in resolving social contradictions and the petition system has been tightened,the Jinghu District of Wuhu city is based on the regulating mechanism have futher improved,make a innovation choice from the system,a set of work experiences which the "Liang Dai Yi Wei" resolved social contradictions had been worked out. These experiences produce the advantages of the current system as well as making the social management system innovations,it has been a great exploration of the current social management system.
