人才资源是“一带一路”建设的基石，人才因素是上海“一带一路”桥头堡建设成功的关键因素。本报告基于调查问卷，明确了上海“一带一路”建设人才的核心特征与素质。摸清上海“一带一路”建设人才需求是本研究的基础。根据上海“一带一路”建设人才供需平衡分析，人才需求处于动态变化中，而人才的培养又是一个缓慢的过程，因此就需要有政府进行顶层设计，做出前瞻性判断。最后，本报告提出相关对策建议，主要包括打造上海“一带一路”建设人才一站式云平台、筹建上海“一带一路”大学、建立“联系上海”重要载体、建立“一带一路”建设人才生态环境评价指标体系、创新人才政策等。
High-quality human resources are the cornerstone of the BRI construction，and the talent factor is the key factor for the success of the BRI bridgehead construction in Shanghai. Based on the questionnaire，this report clarifies the qualities and connotations of the talents that meets the demand of Shanghai’s the BRI bridgehead construction. The core of this study is to identify the demand for talents in Shanghai’s the BRI bridgehead construction. The analysis of the balance between supply and demand for human resources shows that the supply and demand for human resources is constantly changing dynamically. Therefore，there is a need for top-level design and forward-looking judgement by the government. Finally，based on the above investigation and analysis，this report proposes a major strategic initiative for the construction of Shanghai’s talent pool for the BRI.
