The development of the trade in educational services which conforms to Hainan Free Trade Port is the realistic requirement of Hainan’s development and opening up in the new period，and also an important task of China’s higher education internationalization. Hainan International Education Innovation Island has made important strides in building a key platform for education opening；Steady progress was made in resource sharing mode，talent training mode，governance system，and consumption return mechanism. On this basis，the relevant policy suggestions include：（1）Combining with the leading industries of Hainan Free Trade Port to build a high-level educational science and technology innovation system；（2）Facilitate the flow of personnel and data，and enhance the internationalization level of educational services；（3）Improve the return mechanism of educational consumption and strengthen cooperation with international high-level universities，including joint degree awarding and training programs；（4）Promote scientific and technological exchange programs and preferential tax policies to attract high-level scientific and technological talents. This is of great significance for the formation of an international education system that is integrated with Hainan’s industrial system and meets the requirements of national education opening.
