随着国际机构和组织积极推进投资便利化行动计划，以及WTO推进投资便利化多边协议谈判，投资便利化近年来成为国际热门议题。投资便利化涵盖投资政策和行政程序透明度以及与投资相关的行政效率提升问题，是衡量一个国家或地区投资环境的重要内容之一。本报告简述投资便利化议题的国际发展情况、WTO投资便利化谈判进展和内容架构，讨论投资便利化内涵和具体措施，在此基础上总结海南自贸港在投资便利化方面的主要制度改革和创新，并对海南自贸港投资便利化制度改革方向提出若干建议。
With the promotion of investment facilitation action plans by international institutions and organizations and the negotiation of multilateral agreement on investment facilitation by the WTO，the issue of investment facilitation has become an international hot topic. Investment facilitation measures mainly include transparency of investment policies and investment related administrative procedures，as well as the improvement of administrative efficiency. The issues of investment facilitation and investment environment are highly correlated. This report briefly describes the international development of investment facilitation issue，the progress and text structure of WTO investment facilitation negotiation，the scope and specific measures of investment facilitation，and summarizes the major measures that have already been taken by Hainan Free Trade Port in recent years. Several policy suggestions are put forward with regards to investment facilitation in Hainan Free Trade Port.
