2020年初西班牙工社党和“我们能”党联合政府执政以来，期待在社会公平、经济转型、中央与地方关系等问题上寻求新的治理方案。然而，新冠肺炎疫情对西班牙社会经济等各个领域造成巨大冲击，围绕防疫抗疫工作，新政府努力调整公共卫生治理体系、稳定中央与地方关系、推动2021年度国家财政预算草案通过，为疫后经济复苏、社会公平等提出了一系列政策措施。本报告将从西班牙政府的抗疫举措，建设公共卫生治理体系、积极应对挑战，抗疫与纾困并举、关注弱势群体，政府尽心履职、推动国家治理模式转型等多个层面，聚焦分析左翼政府执政一年来西班牙社会经济等诸多方面的新形势与新发展。
Since the Spanish left-wing coalition government came to power in early 2020，it has been seeking new solutions for realizing social equity，economic transformation and central-local relationship. However，the COVID-19 dramatically shocked Spanish society and economy. Focusing on tackling the pandemic，the new government made great efforts to adjust the public health management system，stabilize the relationship between central and local governments，and make 2021 national budget plan approved. Meanwhile，it put forward a series of policies for economic recovery and social equity in the post-COVID-19 era. This article analyzes Spain’s new situation and new developments in 2020 regarding multiple aspects.
