软件“首版次”应用保险补偿机制是破解国产工业软件推广应用难题的重要途径。本报告分别从用户单位和工业软件企业的角度，分析了国产工业软件在市场应用推广过程中面临的困境，探究了我国各地方“首版次”扶持政策和措施在助力国产软件市场应用中发挥的作用，并从顶层设计、运行机制、补贴扶持、人才培育等方面提出针对性发展建议。
The application of the insurance compensation mechanism for the “first version” of software is an important way to solve the problem of popularization and application of China’s domestic industrial software. From the perspectives of user units and industrial software companies，this paper analyzes the difficulties faced by domestic industrial software in the process of market application and promotion，and explores the role of “first version” support policies and measures in pilot areas on helping domestic software market application. And put forward targeted countermeasures and suggestions in terms of top-level design，operation mechanism，subsidy methods，and talent cultivation.
