2021年9月23日，华为宣布启动“开源雨林”计划，助力国内开源生态建设。开源已经成为人类迄今为止超大规模智力协同的最佳组织方式之一，也成为科技创新的“主战场”，在世界范围内迎来大发展。我国亟须从开源生态的开源项目、开发者及社区、开源基金会及组织等核心要素入手，从开源文化普及、开源项目孵化、开源社区运营、开源组织话语权提升等方面综合施策，构建要素齐备、互为支撑的良性产业生态，全面赋能科技创新。
On September 23，2021，Huawei announced the launch of the “Open Source Rainforest” program to help build an open source ecosystem in China. Open source has become one of the best organizational methods for super-large-scale intellectual collaboration so far，and it has also become the “main battlefield” of technological innovation. It has ushered in great development around the world. The country urgently needs to start with the core elements of the open source ecosystem，such as open source projects，developers and communities，open source foundations and organizations，and comprehensively implement open source cultural popularization，open source project incubation，open source community operations，and the promotion of open source organizations’ right to speak. A sound industrial ecology that is complete and mutually supportive fully empowers technological innovation.
