党中央、国务院高度重视软件产业发展，持续加强软件产业政策体系布局，推动软件产业发展再上新台阶。2021年，推动软件产业发展被纳入国家“十四五”中长期发展规划，软件产业五年发展规划正式发布，为“十四五”时期产业发展指明方向和路径；与此同时，国家软件惠企政策首度落地，具有中国特色的开源软件生态政策体系不断健全，软件特色化人才培育机制建设取得新进展，“专精特新”中小企业支持体系更加健全，各地方政府相继制定配套政策体系，共同推动我国软件产业政策环境持续向好。
The Central Committee and the State Council of China both attach great importance to the development of software industry，by continuing to strengthen the layout of software industry policy system，which promotes the development of the software industry to a new level. In 2021，China’s software industry policy environment continues to improve，Initiatives such as promoting the development of the software industry is included into the national “14th Five-Year Plan” medium and long-term development plan，the five-year development plan for the software industry which indicate the direction and path for software industrial development during the “14th Five-Year Plan” period is officially released，at the same time，the national software policy which benefits enterprises is implemented for the first time，the Chinese characteristics open source software ecological policy system is improved，the national specialization software talent training mechanism makes new progress，the support system for “new specialized，refined” small-medium sized enterprises is more completed，and local governments successively formulate several supporting policies and so on.
